SEEQC Signs MOU to Explore Quantum Manufacturing in Taiwan


SEEQC has signed a memorandum of understanding (MOU) with Taiwan’s Quantum Industry Technology Promotion Office. This non-binding agreement aims to explore collaboration in quantum technology and supply-chain development. The MOU establishes a framework for potential future cooperation but doesn’t commit either party to specific products, orders, or financial arrangements. It signifies an intent to discuss future possibilities, announced during a trade show.

Details of the MOU

According to the September 2 press release, SEEQC, a company specializing in chip-based quantum computing, had its Chief Technology Officer, Dr. Shu-Jen Han, sign the MOU at SEMICON Taiwan 2026. Specifically, the document outlines areas the parties “may” pursue, including product development, manufacturing, testing and validation, commercialization, and supply-chain development. The conditional language throughout the text emphasizes the exploratory nature of the agreement.

The MOU also suggests that the parties may facilitate connections between SEEQC and Taiwanese companies, research institutions, and technology providers. These introductions are not binding contracts. SEEQC states it already has established relationships in Taiwan concerning room-temperature electronics, superconducting chip fabrication, and CMOS interface development, though the release doesn’t provide specific partner names, volumes, or timelines.

Crucially, the announcement includes no information regarding qubit counts, deployment plans, or funding figures. An MOU doesn’t create legal obligations, and the document’s wording reflects this.

The Vision and Missing Information

Dr. Han highlighted Taiwan’s semiconductor industry as an ideal foundation for scaling quantum manufacturing. In the release, he stated:


“Taiwan has an extraordinary concentration of semiconductor, electronics and manufacturing expertise that can play an important role in the development of a scalable global quantum industry. This MOU builds on the ecosystem SEEQC has already established in Taiwan and creates additional pathways to connect our technology and roadmap with the capabilities of Taiwan’s research and industrial community.”

The mention of a “roadmap” refers to a plan, and SEEQC’s release doesn’t include performance metrics.

The signing followed SEEQC’s participation in the Quantum Taiwan Forum, where Dr. Han presented alongside representatives from companies such as IBM, Fujitsu, Google, NVIDIA, Xanadu, and D-Wave. Participation in a panel discussion doesn’t imply a joint venture with these larger firms. Dr. Han is scheduled to speak again on September 4 regarding SEEQC’s strategy for a Taiwan-based alliance.

In essence, this MOU represents an agreement between two parties to explore potential collaboration. It is not an order, a commitment to a manufacturing line, or a functional machine. Any subsequent developments would require a separate announcement, including specific figures not provided in this MOU.
