China Sets Up a National Quantum Standards Committee

China has a new committee writing the rulebook for its quantum industry. It sits under the Ministry of Industry and Information Technology (MIIT) and covers quantum computing, communication, precision measurement, and foundational technologies. State broadcaster CGTN reported the launch, citing Xinhua.

What the committee will do

According to the July 31 report, the committee, established on July 30, will draft and revise industry standards, the technical specifications, terminology, testing methods, and interoperability rules that let products from different makers work together. Specifically, its secretariat sits at the China Academy of Information and Communications Technology, a government-affiliated research institute. Standards work like this gains weight as a technology leaves the lab, because common benchmarks cut compatibility headaches and steady investment. CGTN framed it in the language of state policy.

“[The committee’s establishment] marks an important step toward leveraging the foundational, strategic, and guiding role of standards, promoting the high-quality development of the quantum industry and strengthening international cooperation in the field.”

Beijing has named quantum one of its strategic industries for 2026, listed next to 6G, brain-computer interfaces, embodied AI, and future energy in its industrial planning.

Standards as strategy

A standards body signals more than housekeeping. Indeed, writing the rules early shapes commercialization at home, and it gives China a stronger hand in the international standards organizations that decide how a technology gets built and sold worldwide. MIIT has said before that it means to take an active role in setting international rules, and a dedicated committee moves in that direction.

The launch follows a run of Chinese quantum announcements, the public download of the Origin Pilot quantum operating system in February and the Jiuzhang 4.0 photonic prototype in May, which its researchers billed as a world record in optical quantum computing. Those are state-media accounts, and the record claim is the team’s own.

Other governments are making the same bet. The United States has named quantum a strategic priority, and Israel is standing up a national facility of its own. China’s particular emphasis is on standards, its lever for shaping the international bodies writing the quantum-safe rules other markets will follow. That push has a real base at home, an industry already turning out neutral-atom outfits like Taiyi and photonic machines chasing the kind of record Jiuzhang just claimed.
