Qtonic Quantum Hires Former Army Cyber Command Chief of Staff
Qtonic Quantum Corp has announced that retired Col. Reginald M. Harris, formerly Chief of Staff of U.S. Army Cyber Command, has joined the company. His role will be to lead federal and defense government affairs, focusing on promoting the firm’s cryptographic discovery services to the Pentagon, Department of Homeland Security (DHS), the Intelligence Community, and defense contractors. This is a government relations hire, communicated via a company press release.
Colonel Harris’s Role
According to the September 1 press release, Harris will serve as Qtonic Quantum’s representative to military departments, combatant commands, federal agencies, and their systems integrators. The company describes itself as a quantum cyber risk and vulnerability intelligence firm. The announcement links his appointment to two upcoming federal deadlines.
The Department of War’s Post-Quantum Cryptography Strategy, issued in June 2026, mandates that high-impact and national security systems support quantum-resistant algorithms by December 31, 2030, with full implementation by the force a year later. Additionally, Executive Order 14412, signed on June 22, 2026, instructs CISA and NIST to publish minimum elements for a cryptographic bill of materials and directs the FAR Council to propose a rule binding covered contractors to post-quantum standards.
Harris enlisted in the Army Reserve in 1992 and was commissioned in 1996. He served as a Field Artillery officer and later as an Information Systems officer, and ultimately became Chief of Staff of U.S. Army Cyber Command in July 2022 before retiring in September 2025. Though his credentials are substantial, the company hasn’t yet disclosed any signed federal contracts, revenue figures, or deployments related to this appointment.
The Product Behind the Strategy
Qtonic Quantum highlights QHunt, launched in August 2026 at AFCEA TechNet Augusta. The company states that QHunt generates a cryptographic bill of materials in CycloneDX 1.7, signed under FIPS 204. FIPS 204 is the NIST-standardized ML-DSA signature scheme, meaning the format adheres to a published standard. Qtonic Quantum is a SAM.gov registered federal contractor, though the extent of program office adoption of their service remains to be seen.
Retired Lt. Gen. Roger L. Cloutier Jr., the founding chair of Qtonic Quantum’s Allied Defense Council, commented on the hire, emphasizing the importance of inventory management. As Cloutier said:
“Reggie ran the staff of the Army’s cyber command. He knows what these organizations actually have, how they actually buy, and how long the distance runs between a policy deadline and a fielded capability. That is the right person for this work.”
Meanwhile, no quantum computer capable of breaking current encryption exists today. The deadlines Harris will address are legitimate, but they represent future compliance dates, and this news signifies an executive hire in preparation for these upcoming requirements.
