Andhra Pradesh Approves ₹730.7 Crore Quantum and AI University

Andhra Pradesh Chief Minister N. Chandrababu Naidu has approved an 8.5-acre Quantum and AI University campus in Amaravati. The National Institute of Electronics and Information Technology (NIELIT), which operates under India’s Ministry of Electronics and Information Technology (MeitY), will develop the campus. The project has a proposed budget of ₹730.7 crore over five years, coming from the funds by a Government of India grant-in-aid, The Hindu BusinessLine reported on August 28. This is an approved plan, with groundbreaking yet to occur.

Approved Project Details

Indeed, the decision came about during a CRDA Authority meeting chaired by Naidu. NIELIT will operate the campus, which the state identifies as India’s first dedicated Quantum and AI University. The construction spans 8.5 acres, and the ₹730.7 crore represents a proposed five-year investment.

The campus will focus on quantum computing, quantum communication and security, AI, semiconductors, chip design, VLSI, and high-performance computing. Plans include a Quantum Research, Innovation, and Incubation Block of approximately 1.2 lakh square feet, along with proposed cryogenic systems, cleanrooms, and nano-fabrication facilities. This infrastructure is currently in the planning stage, not yet installed.

Academic and skilling programs will commence in September 2026. These will initially be held at a temporary facility at Acharya Nagarjuna University in Guntur, as the permanent campus in Amaravati is under construction.

Key Projections and Partnerships

The state projects training approximately 8,250 learners over five years. This includes 1,650 students in formal degree programs and 6,600 in shorter skilling and certification courses. Annual enrollment should reach about 3,913 learners by the fifth year, according to The Hindu BusinessLine. These figures are targets, not current enrollments.

NIELIT intends to collaborate with IIT Tirupati, IIIT Sri City, Andhra University, and JNTU institutions for programs and research. These collaborations are statements of intentions, and the report details no signed agreements.

Naidu commented on the approval in an official press release, stating:

“We have approved the establishment of India’s first dedicated Quantum and AI University campus in Amaravati by the NIELIT, under the MeitY, Government of India.”

The project aligns with three national initiatives: the National Quantum Mission, the IndiaAI Mission, and the India Semiconductor Mission. Details such as the construction timeline for the permanent campus, a phased spending schedule, or the amount of the ₹730.7 crore already released were not disclosed.
