IonQ Signs $8.18M Quantum-Safe Network Deal With Congruity360
IonQ and Congruity360 announced on September 8, an $8.18 million agreement to construct a quantum-safe network for Congruity360’s enterprise data platform. IonQ will provide post-quantum cryptography (PQC) and quantum key distribution (QKD) appliances to secure data transfers between customer locations. This deal represents a commitment to purchase hardware and integration services, not a fully operational network. IonQ claims this is among the largest commercial agreements of its kind announced in the U.S., a claim that has not been independently verified.
Agreement Details
Indeed, Congruity360, a provider of unstructured data management and governance tools, will integrate IonQ’s technology into its platform. IonQ will supply its Clavis QKD pairs and Solteris Network Appliances. QKD facilitates the distribution of encryption keys using photons, whereas PQC refers to cryptographic algorithms designed to withstand attacks from future quantum computers.
The target customers for this solution include sectors such as finance, healthcare, insurance, defense, manufacturing, legal services, and higher education. Brian Davidson, CEO of Congruity360, stated that this collaboration allows his company to “pioneer the next phase of Data Security Posture Management.” This statement reflects the vendor’s intent and is not a measured outcome.
IonQ’s Jordan Shapiro linked the agreement to a June 2026 White House executive order, which he stated advances federal post-quantum deadlines to 2030 and extends them to contractors.
Implications of the Deal
Currently, no quantum computer can break existing public-key encryption. IonQ addresses the “harvest-now-decrypt-later” threat, where attackers store encrypted data today with the intention of decrypting it once capable quantum machines are available. This explains the focus on sectors with long data retention requirements.
PQC relies on algorithms standardized by NIST under FIPS 203, 204, and 205. QKD, however, is a distinct approach and is not part of the NIST post-quantum standards. The press release does not specify which PQC algorithms the appliances will use, nor does it confirm whether any component possesses FIPS 140-3 module validation.
This is not IonQ’s first quantum-safe network agreement. The company has previously highlighted a planned statewide initiative with Florida LambdaRail, an upgrade in Switzerland with Cisco, and a QKD network in Europe. IonQ has been accumulating similar security deals throughout 2026, alongside its record second-quarter revenue and its planned SkyWater acquisition. The $8.18 million figure represents the contract value; deployment timelines, delivery milestones, and the number of operational sites were not disclosed.
