Beijing Launches Plan to Connect Quantum Firms With Buyers


Beijing has launched a program to connect quantum technology companies with potential buyers in sectors such as transportation, energy, and finance. Named the “Scenario Handshake Plan” by the city’s municipal government, this initiative was unveiled during the 2026 Industrial Future Conference, held on September 9-10 in the Yizhuang development district. This information is based on an English-language report from 36Kr.

Program Objectives

The plan involves assigning dedicated coordinators to identify the needs of industrial and government customers. These needs are then matched with suitable quantum companies and university research teams. The report indicates that the initiative also includes procurement introductions and the development of technical standards.

Officials highlighted six potential applications: macroeconomic forecasting, tax-compliance modeling, underwater sensing and imaging, quantum-secured communications for vehicles and electrical substations, crude-oil transportation scheduling, and materials simulation.

Currently, quantum systems have not demonstrated superior performance compared to conventional computers or classical sensing methods in any of these areas. There is no evidence yet of a quantum advantage, which means these projects should be viewed as demonstrations and matchmaking efforts.

The Challenge of Customer Access

For most quantum companies, securing a paying customer with a genuine problem to solve is often a greater hurdle than developing the technology itself. A program designed to bridge the gap between quantum vendors and industrial buyers directly addresses this challenge.

However, the terms of engagement are vital. A memorandum of understanding differs from a pilot project. A pilot is not a paid deployment, and a paid deployment does not equate to recurring production use.

During the conference, Chinese officials identified 10 companies that signed agreements to join the district’s “Quantum Constellation” community, including Yupan Quantum Intelligence, Yunmao Quantum, and Zhongke Huguang Quantum Software.

The municipal government claims that over 30 companies have now joined this community, distinct from the 60+ quantum-related firms operating across the broader Yizhuang area.

Though joining an industrial community indicates that companies perceive value in proximity to buyers and capital, it does not confirm any actual purchases. Feng Dagang, CEO of 36Kr, was transparent about the timeline in his opening speech. He stated, according to the report, that:

“Quantum computing is the most typical deep-water industry in this era. Its return cycle is measured in decades, with no quick money to be gained.”

He characterized the program as a combination of government capital, research, industrial scenarios, and patient investment.

Key Questions for Success

Since the announcement offers limited details on the program’s mechanics, here are five questions to consider when evaluating its progress:

First, where does the funding come from? The report does not specify whether support comes in the form of grants, procurement contracts, tax incentives, or pilot subsidies. Second, who selects the projects? The coordinators would wield significant power if they are responsible for choosing winning initiatives.

Third, which industries will genuinely participate, and will buyers commit budget or merely attention? Fourth, what technical milestones must a project achieve? Reproducing a classical benchmark or a high qubit count alone does not signify an advantage. Fifth, who and how will measure the results? Independent evaluation would distinguish this program from a promotional campaign.

The program also introduced the Beijing Quantum-Classical Integration Innovation Center, an entity registered earlier in 2026 and controlled by China Telecom Quantum Group. This center aims to build infrastructure supporting various quantum hardware types, develop a domestic software stack, and integrate quantum computing with AI and high-performance computing. Its initial target areas include finance, energy, biomedicine, and weather forecasting, which is an ambitious agenda for an organization only a few months old.

Comparison with Europe’s Approach

Other governments are also implementing research-to-industry policies, though with different tools. The European Union is reportedly developing a Quantum Act, as described in a report from The Quantum Insider and a LinkedIn post from Greek Quantum Gate, which indicates a Q2 2026 release window. 

Based on these accounts, the EU’s approach appears to focus on creating an enabling framework: coordinated investment, pilot lines, supply-chain support, and connections between quantum firms and sectors like semiconductors and cloud computing. 

Beijing’s plan, however, seems more demand-driven, actively pushing buyers and vendors together. This aligns with a familiar Chinese model of government-backed industrial clusters, a trend documented by analysts at Merics and China Briefing.

What to Monitor

To assess the Scenario Handshake Plan beyond its initial launch, a key checklist includes: customer contracts with disclosed values, awarded funds (not just calls for proposals), operational deployment sites, published application results, clear intellectual property terms, stated security requirements, and third-party verification.

If these elements emerge, the program will have successfully generated customer traction. If the next 12 months primarily yield more signing ceremonies and community memberships, it will have delivered announcements rather than tangible results. The real impact will be evident in the contracts, not merely in speeches.
