China Names Quantum Technology a Priority Through 2030


China’s Central Cyberspace Affairs Commission has identified quantum technology as a key priority within a five-year action plan for the nation’s cybersecurity and information technology sectors. The plan, released on August 21 and reported by the state-owned China Daily, covers the period from 2026 to 2030. It doesn’t specify quantum-related funding, technical milestones, or particular subfields, which indicates a statement of intent.

The plan instructs Chinese companies to pursue advancements across several domains, which include quantum technology, high-end chips, industrial software, network communications, cybersecurity, and data security. A separate section lists emerging technologies for companies to develop, such as quantum technology, blockchain, brain-computer interfaces, digital twins, and next-generation displays. The plans mentions quantum technology twice within these wider lists, which suggests it’s one of many priorities, not the central focus.

The commission’s language remains general. According to China Daily, it noted that network information technology “consistently achieves breakthroughs, finds widespread applications and exerts a powerful influence across various industries.” This statement is more about messaging than measurable objectives.

The plan reportedly outlines seven actions and 21 measures covering company growth, innovation, industrial digitization, overseas expansion, and security. Authorities also intend to create a database of promising companies, which could provide an additional avenue for supporting quantum firms alongside existing national and provincial initiatives.

What’s absent

The plan lacks specific figures for quantum spending, qubit targets, error-correction goals, communications or sensing benchmarks, or commercialization deadlines for the field. It encourages companies to expedite the transition of research into products, a directive previously issued to China’s quantum sector.

Artificial intelligence receives more concrete attention than quantum technology. The plan specifies high-end AI chips, large-model enhancements, and AI agents as distinct work items. Quantum technology is not detailed to the same extent.

By 2030, the commission aims for Chinese cyberspace companies to demonstrate enhanced innovation and a more developed industrial base. This establishes a destination without a clear path. Though China has significantly funded quantum science through universities and national labs for a decade, this plan indicates Beijing expects private and state-linked firms to assume a greater share of the responsibility. However, it doesn’t allocate any specific funds to quantum outcomes.
