GlobalFoundries Nears $300M CHIPS Award for Silicon Photonics

GlobalFoundries has signed a letter of intent for a potential $300 million CHIPS R&D award to expand U.S. silicon photonics, the optical-chip technology aimed at AI data centers. The quantum angle sits underneath the AI headline: the same fabs and the same process are what photonic quantum computers, including PsiQuantum’s, get built on. A government bet on silicon photonics for AI also shores up the manufacturing base that photonic quantum hardware depends on.

What the CHIPS award would fund

Per the July 29 report, the letter of intent, signed with the U.S. Department of Commerce, would route $300 million from the CHIPS Research and Development Office toward optical materials, wafer technologies, advanced packaging, and the near- and co-packaged optics that move data with light inside AI and high-performance computing systems. GlobalFoundries says the work builds on its SCALE platform, which it pitches at 400Gb/s and a claimed 5x jump in energy efficiency, and would run at its Malta, New York and Burlington, Vermont fabs. One unusual wrinkle. In a separate agreement, Commerce takes about 1% equity in the company. GF CEO Tim Breen framed the technology shift the money is chasing.

“For a decade, the industry talked about the shift from copper to optical as something that was coming, today it is here, moving data at higher bandwidth and improved power efficiency as workloads grow more complex.”

The announcement arrived with endorsements from a roster of chip and cloud giants, from NVIDIA and Meta to Microsoft and others, all of them customers or partners with a stake in optical interconnects scaling for AI. Those are supportive statements, not commitments, and the performance numbers are GF’s own.

Why silicon photonics matters for quantum computing

Read plainly, this is an AI-infrastructure award, and there’s no quantum computing in the release. The relevance to this audience runs through the foundry. GlobalFoundries’ silicon-photonics line is where PsiQuantum manufactures the single-photon sources and detectors at the heart of its photonic quantum machine, a partnership dating to 2021, and GF has since stood up a dedicated Quantum Technology Solutions offering. Photonic quantum computing and AI optical interconnects lean on the same wafers, materials, and packaging, so a $300 million push to scale that base in the U.S. strengthens the ground photonic quantum hardware stands on, even though nobody framed it that way.

Keep the caveats attached. This is a letter of intent for a potential award, not disbursed funding, and the quantum benefit is indirect, a shared manufacturing base rather than a stated goal. Still, the same fabs feed a real quantum roadmap, from PsiQuantum’s $125 million DARPA award and its bet on reaching a million qubits to the materials work that photonic quantum chips need and data-center machines like QuiX Quantum’s room-temperature photonic computer. It also fits the Trump administration’s wider push to cement a US quantum and semiconductor lead.
